1. Rumors continue to circulate as to the condition of CNDD
President Moussa Dadis Camara after he was shot by his aide-de-camp,
Aboubacar "Toumba" Diakite. Toumba's whereabouts remain unknown,
but it is believed he is still in Guinea. Local reporting is
listing the attack as a failed coup attempt. The GoG is offering a
"substantial reward" to any news that may lead to the capture of
Toumba. Rumors of Toumba sightings and military infighting continue
to spread throughout Conakry, but no reports have been confirmed.

FORCES VIVES REACTION
--------------
2. Opinion as to how to proceed among the Forces Vives is divided
due to the uncertain condition and possible return of Dadis. Jean
Marie Dore, spokesperson of the Forces Vives, condemned the
assassination attempt and reiterated the urgent need for Guinea to
return to constitutional rule. Aboubacar Sylla, head of
communications for the Forces Vives, wished for a speedy recovery
for Dadis. Sylla stated that it is necessary for Dadis to return in
order to continue dialogue and mediation efforts between the CNDD
and the Forces Vives.
3. Others among the Forces Vives do not support the possibility of
Dadis' return. Cellou Dalein Diallo, president of UFDG party,
expressed his hopes that interim CNDD President Sekouba Konate would
be inclined to end the crisis and immediately begin a framework for
a transitional government. Diallo notes Konate's high level of
respect among the armed forces and his lack of visible political
ambitions, in contrast to Dadis.

ECOWAS REACTION

4. On December 4, ECOWAS issued a statement noting the grave
security situation in Guinea. The organization holds the
factionalism and instability of the armed forces as responsible for
the incidents of December 3. ECOWAS reiterated its call for a
transitional government with plans for elections by early 2010, an
election free of CNDD candidates. The message concludes with a
promise by ECOWAS to not stand by while the security situation
further deteriorates.

ARRESTS MADE, OTHERS ESCAPE

5. Various military members were arrested for their role in the
attack against Dadis and Minister of High Crimes and Banditry Moussa
Tiegboro Camara. All of the arrested are believed to be affiliated
with Toumba. A member of the military, name only given as
Magassouba, was arrested and charged with throwing the grenade that
wounded Tiegboro in the December 3 skirmish. Tiegboro is receiving
medical treatment in Morocco alongside Dadis. The CNDD also
announced the capture of the commander of the Koundoura Barracks
(site of the skirmish),Mohamed Camara, and three cohorts as they
attempted to cross the Guinea-Sierra Leone border. No specifics
were given as to the individual charges.
