(U) On September 30 at 1600, the CNDD issued a radio communique detailing their response to Monday's events. According to the communique, the CNDD plans to appoint a "wise African president" to serve as a mediator between members of the Forces Vives and the CNDD. The communique said that the unnamed negotiator will work to form a national unity government that would include all of the major political parties, including those who participated in the protests on Monday. Finally, the statement noted that the CNDD would be setting up a commission of inquiry into the events of September 28, as well as the killings in early ¶2007. ¶2. (SBU) As a follow up to the communique, the CNDD sent Kiridi Bangoura, a former top minister under Conte, to the house of the Forces Vives spokesman, Jean Marie Dore. Reportedly, Bangoura was sent to Dore's residence to discuss the formation of the national unity government. However, he was apparently told that the Forces Vives was not ready or willing to talk to the CNDD, as long as they continued to place blame on the political leaders for the deaths on Monday. ¶3. (SBU) Many of the Forces Vives members told POL LES that the communique was not being taken seriously by the political union. Former Prime Minister Francois Fall, whose family members were targeted and raped at the stadium on Monday, said that the Forces Vives was no longer interested in negotiating with the CNDD. Furthermore, he said that the Forces Vives is finished with the CNDD all together. ¶4. (SBU) According to sources, the Forces Vives will be issuing a statement within the next two days condemning the governments' actions and demanding that they return the more than 150 bodies taken from the stadium. There are also reports that the Force Vives will demand that Dadis and the CNDD relinquish power immediately. ¶5. (SBU) PAS Cultural Affairs Specialist spoke with a source within the military who said that Dadis met with several officers from his security forces yesterday who were "disappointed" with his suggestion for an inquiry into the September 28 events. According to the source, the military officers fear that the inquiry may thrust their personal role in the killings into the public sphere. They fear that they will have to testify, and thereby implicate themselves. -------------- COMMENT -------------- ¶4. (SBU) Dadis' demands for national unity may be a way for him to address the situation without having to take responsibility for Monday's bloodshed. However, his continued denial of death toll numbers and blaming of opposition political leaders for the deaths is not winning him any sympathy among the opposition within the Forces Vives. BROKENSHIRE
