1. (SBU) UFDG party supporters report that former Prime
Minister turned political party leader, Cellou Dalein Diallo,
is in a weakened state of health due to the severe beating he
endured at the stadium yesterday (reftel). According to
contacts, Diallo has several broken ribs along with numerous
bruises, and is considered "fragile." His supporters are
discussing options to medically evacuate him for further
treatment, possibly to Dakar, although other destinations are
also being discussed.
2. (U) Cellou was heard on Radio France International this
afternoon discussing yesterday's events. He described how
soldiers physically assaulted him, threw him on the ground,
and proceeded to severely beat him. Eventually, Cellou
reportedly pretended to be unconscious so that the military
would ease up. Over the radio, Cellou claimed that he heard
his attackers saying things like "this is good for him and
good for his people...he is making too much trouble for this
country."

3. (S) Cellou Diallo is a prominent figurehead for the Peuhl
people, although his professional career is tainted with
controversy. The Peuhl are likely to react strongly to
Cellou's treatment and Cellou's comments over the radio may
only inflame his constituents further. There have been
increasing tensions between the Peuhl and the Forestiers
(Dadis' region),with both groups perceived as trying to take
power. Sensitive reporting suggests that Dadis has recruited
heavily in the Forest Region and that many of his
Presidential Guard may be from that area. The perception of
many was that the Red Beret attack yesterday was carried out
primarily by Forestiers. END COMMENT.
