SUBJECT: CONAKRY EAC MEETING - SEPTEMBER 25, 2009

1. (U) Charge Brokenshire convened a Core Emergency Action
Committee (EAC) on September 25, 2009 to discuss the current
security situation in Guinea. Core EAC members present
included CDA, A/DCM, MGT, MSG, RSO, DAO, PAO, RAO, CONS, and
AID.


2. (U) The EAC reviewed the current security situation in
Guinea (REFTEL). The EAC notes a high degree of uncertainty
in the situation as several protests are rumored to be
planned throughout the weekend, culminating with a call for
general demonstrations on September 28 announced over public
radio.


3. (U) The EAC reviewed post's security posture and decided
that post will:


A. Maintain curfew from 0000 - 0600 each night.

B. Note that the French School has decided to close
on Monday, but the American School is still open, and they
will review the situation on Sunday and Monday morning.

C. Place no daytime travel restrictions at this time.

D. Maintain security patrols throughout the weekend
and have several additional security guards on stand-by.


4. (U) Post continues to approve all country clearances and
will review as needed.


5. (U) EAC will request a Warden Message be issued promptly
advising of the planned demonstration on Monday, September
28, 2009. EAC reminded all embassy employees to maintain
adequate stocks of food, fuel and water supplies at their
residences, in accordance with previously issued guidance.
Post will ensure all fuel and water levels are maintained at
embassy.


6. (U) Post will continue to monitor the situation and
convene another EAC as needed. No direct threat to American
or foreign citizens has occurred.
