1. (U) Econoff met with Cece Alexis Loua, the National
Director of Energy, to deliver reftel cable. Mr. Loua stated
his country's commitment to renewable energy, and affirmed
his support for IRENA's efforts. He stated that renewable
energy is imperative to fixing Guinea's energy crisis.
2. (U) Mr. Loua stated that the Government of Guinea would
actively support the UAE bid to host IRENA headquarters.
However, due to financial shortfalls, the GOG will not be
sending a delegation to the June 28 meeting in Egypt.
Finally, Mr. Loua stated that he is pleased with the new USG
position on IRENA and he hopes that the organization will be
strengthened through US. membership.
