SUBJECT: CONAKRY EAC MEETING - MAY 7, 2009
1. (U) Charge Raspolic convened an Emergency Action Committee (EAC)
on May 7, 2009. Expanded EAC members present included CDA, DCM,
RSO, CONS, CLO, DAO, FMS, FMO, IMO, MGT, MSG, PAO, POL/ECON, RAO,
PEACE CORPS and USAID.
2. (U) The EAC reviewed the current security situation in Guinea
due to a civil demonstration at the US Embassy in Conakry. The
demonstration is to bring to the attention of the Embassy a wage
dispute between Caddel Construction and former workers of Caddel
Construction (Caddel Construction was responsible for building the
NEC, which was completed in 2006).
3. (SBU) Members of post's Surveillance Detection Unit (SDU)
overheard conversations between participants discussing escalating
the protest possibly by targeting Americans.
4. (U) Post has the following security enhancements:
A. GOG BAC (diplomatic/swat) police stationed at
NEC. Gendarmes are stationed at the NEC.
B. LGF mobile patrols increased. LGF REACT
Team, staffed also with a Gendarme, will patrol residential
neighborhoods.
C. Gendarme anti-riot squadron located approximately .5 miles from
NEC alerted and on stand-by.
D. SDU staffing increased and hours extended around NEC and
residences.
5. (U) The EAC reviewed post's security posture and decided to
issue a Warden message urging American citizens to, among other
things, exercise caution particularly in and around the Embassy
compound.
6. (U) Post will continue to monitor the situation and re-convene
as needed. No direct threat to American or foreign citizens has
occurred.
