1. (C) On November 17, Ambassador delivered reftel points
urging Sri Lanka to vote against "no-action" motions and for
substantive resolutions on human rights abuses in Iran,
Burma, and the DPRK to MFA Foreign Secretary Romesh
Jayasinghe. Jayasinghe promised to convey our concerns to
his principles but explained that Sri Lanka would maintain
its consistent position of not supporting country-specific
resolutions. He argued that more subtle diplomacy was more
effective than a "megaphone" approach.
