(C) Reftel talking points were delivered to Anatol Urecheanu, Head of the Department of Multilateral Cooperation, at the Moldovan Ministry of Foreign Affairs and European Integration on June 16, 2009. Urecheanu stated that the MFA's delegation was in the process of preparing for the Ministerial. He noted that Deputy FM Ostalep, himself, and the political officer at the Moldovan Embassy in Athens, would comprise Moldova's delegation to the meeting. Urecheanu further noted that the Moldovan government held a position very similar to the USG's regarding the current European security architecture of NATO, OSCE, and the EU, and would support these at Corfu. Urecheanu also relayed that the Moldovans considered OSCE to be a bedrock of security for them and said that it was very important for them and all actors to support and reflect the Helsinki principles. ¶2. (C) Urecheanu thanked the USG for discussing this topic with him and noted that it would help the Government of Moldova form a position. He said that it was always beneficial to know what the USG was thinking regarding such issues. As a side-note, he mentioned that he hoped Russia would reconsider its unilateral withdrawal from its CFE treaty obligations. He further stated that dialogue needed to continue regarding the CFE.
