(C) Reftel talking points and the presidential
statement were delivered to Dorin Panfil, Head of
the NATO and Politico-Military Cooperation
Directorate of the Multilateral Relations
Department at the Ministry of Foreign Affairs and
European Integration on April 17, 2009. Panfil
stated that as a member of the NPT and HCOC, the
Government of Moldova condemned the North Korean
actions and regretted the April 5 North Korean
launch. Panfil suggested that North Korea should
return to active Six Party Talks. He finished by
stating that he would inform his minister of the
demarche.
