Mr. Molosag noted that the National Bank had conferred with the MFA and had submitted a vote of "abstain" on Kosovo's application to the IMF. Mr. Molosag indicated that the Moldovan Governor to the World Bank, the Minister of Finance, would likely vote "abstain" on Kosovo's application to the World Bank. We also delivered these talking points to Ms. Ina Gorea, Head of the International Section at the Ministry of Finance, on 5 May 2009. Ms. Gorea did not indicate how the Minister of Finance, who is the Moldovan Governor to the World Bank, planned to vote on Kosovo's application to the World Bank. KEIDERLING
