(C) Reftel talking points were delivered to Vlad Chirinciuc of the Moldovan Ministry of Foreign Affairs on January 23, 2009. Chirinciuc, Head of the American Desk at the MFA, stated that the fact that Antonov did not reject the idea that Moldova also belonged in the CFE package was a positive signal for Moldova. He was somewhat surprised by the fact that the U.S. and Russia were so close to sharing a point of view on Moldova. He thanked the embassy for keeping him apprised of these developments and said that he would like to be further in the loop on such developments. He also noted that he would document the demarche specifics and would send it to his Foreign Minister as soon as he could.
