1. (C) On September 18, the Australian government received the
talking points from State 96550, the President's European-based
missile defense decision. The non-paper was delivered to the
Department of Foreign Affairs and Trade, specifically: Jennifer
Rawson, First Assistant Secretary, International Security Division;
Wendy Walsh, Executive Officer, Arms Control Section; and Cameron
Archer, Executive Officer, Counter-Proliferation Section (for Gerry
McGuire, Director of the Counter-Proliferation Section of the Arms
Control and Counter-Proliferation Branch). Archer commented that the
Australian embassy had sent the same points earlier that morning. At
the Department of the Prime Minister and Cabinet, Esther Ray, the
personal assistant to National Security Advisor (NSA) Duncan Lewis
received the non-paper for the NSA and Angus Campbell, First
Assistant Secretary, National Security Division. Australian comments
will be sent septel.
