SUBJECT: PRIME MINISTER RUDD TO LEAD AUSTRALIAN FODP DELEGATION

1. (SBU) ACTION REQUEST: Jane Lambert, Director of the Pakistan,
Bangladesh and Central Asia branch at the Department of Foreign
Affairs and Trade (DFAT) requested additional information on the
Border Trust Fund. She noted that the GOA remains unclear on the
Trust's scope and sought clarification whether a formal announcement
would be made at the Friends of Democratic Pakistan (FoDP) summit.
While she said the concept was good, Lambert indicated that the GOA
is concerned about maintaining financial flexibility in responding
to other humanitarian crises as they arise.
2. (U) Prime Minister Rudd will lead Australia's delegation to the
FoDP summit. Lambert confirmed to POLOFF that Prime Minister Rudd
would like to request a speaking slot. A formal response to the
FoDP summit invitation will be sent via the Australian embassy in
Washington.
3. (U) Prime Minister Rudd will be accompanied by Foreign Minister
Stephen Smith, Special Envoy for Afghanistan and Pakistan Ric Smith
and one other official to be confirmed at a later date. DFAT
officials will designate a point of contact; in the interim, Jane
Lambert can be contacted at +61 2 6261 3837.
