1. (C/NF) On September 14, POLOFF presented points in reftel
to Wendy Walsh, Executive Officer Arms Control Section,
Department of Foreign Affairs and Trade (DFAT). Walsh told
poloff that neither the GOA nor New Zealand believe that the
New Zealand General Conference President's attempt to create
a consensus outcome on the Middle East agenda item will be
successful. The Australian voting instructions cable is
going out to posts on September 14. The GOA will vote
against action on the Israeli Nuclear Capabilities resolution
and, if need be, vote against the resolution itself. However,
on the matter of Egypt's Middle Eastern Safeguards
resolution, Walsh said that the GOA's voting will depend on
the final text and the possible inclusion of Israeli
amendments.
