1. (S) On September 8, Jane Hardy, Director of Arms Control
Section, Arms Control and Counter-Proliferation Branch,
Department of Foreign Affairs and Trade (DFAT) told POLOFF
that the GOA agreed that the IAEA's report on Iran's and
Syria's nuclear programs did not give either country a clean
bill of health. Iran's acceptance of two pro forma requests
in no way excuses its persistent refusal to answer the IAEA's
questions about its weaponization activities. Syria more
blatantly is illegitimately hiding behind military excuses to
avoid giving the IAEA answers to its inquiries.
2. (S) The GOA will convey its support in all appropriate
fora for the IAEA's investigations, and the GOA calls on Iran
and Syria to cooperate with the IAEA and to implement the
additional protocol.
