1. (C) On August 24, Jane Hardy, Director of Arms Control
Section, Arms Control and Counter-Proliferation Branch,
Department of Foreign Affairs and Trade (DFAT) told POLOFF
the GOA agreed that a single consensus resolution was a good
tack to take concerning the contentious issues of the Middle
East. She also noted that it was DFAT's understanding that
the General Conference President designate, Ms Macmillan of
New Zealand, has begun drafting just such a resolution.
