1. Summary: AusAID corrects the amount of Australian donation
cited in reftel A. USD $96 million will flow over two years
directly to bilateral agencies--international, national and
NGOs--already at work in Pakistan.
2. (SBU) Lisa Rice Madan, Director of Pakistan, Bangladesh
and Central Asian Republics Section, at Australia's
Department of Foreign Affairs and Trade (DFAT) and Peter
Waddell-Wood, Director of the Afghanistan/Pakistan Task Force
at AusAID responded June 26 to reftel A talking points on the
Tokyo Donors Conference pledges to support IMF programs for
Pakistan.
3. (SBU) Waddell-Wood noted that the amount given in reftel A
for Australia's donation was incorrect. The correct amount is
AUD $120 million (USD $96 million) over two years.
4. (SBU) That money will be allocated through bilateral
programs. Some of the money will be directed to the border
regions with Afghanistan concentrating on the health and
education sectors. Other amounts will go to broader rural
and governance programs as well as to humanitarian emergency
response.
5. (SBU) AusAID is cooperatively funding the educational and
development efforts of multilateral agencies (UNICEF, World
Bank, Asian Development Bank, etc.). It is funding the health
programs in the region of the UK's Department for
International Development, and its civil society funding is
going directly to Pakistani NGOs.
6. Waddell-Wood also noted that Australia will be adding
another AUD $5 million of additional funding to previous
contributions for the on-going IDP crisis (reftel B).
6. (SBU) Comment: The Australians mentioned that any aid
given in Pakistan is a vital addition to the military,
political, and economic effort in Afghanistan. This is the
central reason that Australia will continue to channel funds
to Pakistan as needed.
