1. (C) Poloff met with Greg French, Assistant Secretary for
International Legal Affairs, Department of Foreign Affairs
and Trade, on June 22 to follow-up the Deputy Secretary's
June 19 conversation with Ambassador Richardson in soliciting
Australia's help in urging ASEAN members to fully implement
UNSCRs 1874 and 1718 and to adopt a pledge of transparency in
their dealings with the DPRK (reftels.)
2. (C/NF) French welcomed receipt of the U.S. non-paper with
background and points the U.S. was using in its demarche to
ASEAN countries, and reconfirmed Australia's strong support
for UNSCR 1874 and 1718. He noted the International Legal
Branch was updating regulatory amendments intended to expand
the scope of actions it must take to be in full compliance
with its obligations under UNSCR 1874.
3. (C/NF) French regretted he could not provide an immediate
answer to our request for GOA help with ASEAN countries,
pending further coordination with the geographical and other
divisions, and pending a review of Ambassador Richardson's
account of his June 19 meeting with the Deputy Secretary,
which he had not yet seen. He promised to respond as quickly
as possible.
