1. (SBU) May 18, POLOFF delivered reftel talking points on
the worsening crisis among IDPs in Pakistan to David Holly,
Assistant Secretary for South and West Asia Branch at
Australia's Department of Foreign Affairs and Trade (DFAT),
Lisa Rice Madan, Director of Pakistan, Bangladesh and Central
Asian Republics Section, at DFAT and to Peter Waddell-Wood,
Director of the Afghanistan/Pakistan Task Force at AusAID.
2. (C/NF) Mr. Holly told POLOFF that Australia plans to
donate AUD $6 million (USD $4.6 million),which Foreign
Minister Smith will announce the week of May 25. This amount
brings to AUD $12 million (USD $9.2 million) that Australia
has contributed to Pakistan for its refugee crisis since
October 2008. Further funding options are being explored as
the crisis situation continues.He asked that the information
be kept very close hold.
3. (C/NF) Mr. Waddell-Wood, who reiterated the
confidentiality of the information, explained that the AUD $6
million was divided into three tranches: $2 million for the
World Food Program, $2 million for UNICEF (for education,
etc.),and $2 million for UNHCR (for shelter and water
purification, etc.).
4. (C) Comment: All of the Australians made the point that
any aid given to ameliorate the situation in Pakistan is a
vital contribution in support of the military, political and
economic effort in Afghanistan. This is the central reason
that Australia will continue to channel funds to the IDP
problem in Pakistan as needed.
