1. (C) Summary: Australia likely will vote in favor of
Kosovo's membership in the IMF/World Bank. In order to avoid
the curtailment of the vote by the lack of a quorum,
Australia will urge the 13 other nations in its IMF
constituency to vote; however, they do not feel that advocacy
on behalf of Kosovo is appropriate. End summary
2. (C) Australia is likely to back Kosovo membership in
IMF/World Bank, according to working levels in the Department
of Foreign Affairs (DFAT) and the Department of the Treasury.
The officials confirmed to us April 28 they had submitted
positive recommendations on Kosovo's membership in the
IMF/World Bank to their ministers and were reasonably
confident the GOA would vote in favor of Kosovo's membership.
3. (C) Sean Singh, Director of the Southern European Section
at DFAT, told Poloff that Australia's vote for the inclusion
of Kosovo in the IMF/World Bank would be consistent with its
early recognition of Kosovo itself (February 14, 2008). He
stressed, however, the GOA does not feel that it should
conduct outreach or act as an advocate for Kosovo as this is
a role more appropriate for others.
4. (C) Mike Kooymans, Manager of the International Monetary
Fund Unit at the Department of Treasury, said that his
department would instruct its IMF constituency representative
to urge the 13 other constituent members to vote, but that
the representative would not attempt to influence the outcome
of that vote. The 14 member constituency is now headed by the
South Korea and includes Australia, South Korea, New Zealand,
Papua New Guinea, Kiribati, the Federated States of
Micronesia, the Republic of the Marshall Islands, Mongolia,
the Philippines, the Republic of Palau, the Solomon Islands,
the Seychelles, Vanuatu, and Samoa.
