1. (U) We delivered reftel talking points and the President's
April 5 statement, and drew from the "if asked" points, in an
April 6 meeting with Assistant Secretary for Arms Control and
Counter-Proliferation John Sullivan and Director for
Counter-Proliferation Gerry McGuire of the Department of
Foreign Affairs and Trade.
2. (C) In advance of a more considered response, our
Australia interlocutors expressed general support for the
U.S. position, which closely parallels the GOA view of the
launch. They also registered disappointment that the UN
Security Council, which had met a few hours earlier, was
unable to reach a consensus on a response, and evinced
frustration with the position of Russia and China. Sullivan
was interested in whatever information we might be able to
share regarding the details of the failure of the third stage
and payload to reach orbit.
