1. Econcouns delivered reftel demarche to Greg French,
Assistant Secretary of the Environment Branch at the
Department of Foreign Affairs and Trade (DFAT). He said that
DFAT has the lead on the issue and that while Australia is
also a non-party, it is an active observer. French said that
Australia will not be represented at the February 23-27
meeting in Mexico City. Australia shares most U.S.
positions, he said, saying that he would have his staff look
at our specific concerns and get back to us if appropriate.
