(C) On April 22, Economic-Political Minister-Counselor
delivered diplomatic note regarding continuing the USG-funded
community policing program to MFA Deputy Assistant Minister
for North American Affairs Amin Meleika (ref A).
Minister-Counselor also verbally outlined USG vetting
procedures and requirements, and requested a diplomatic note
from the MFA affirming that the GOE agrees to continue the
program pursuant to the terms in the U.S. dipnote (ref A).
Mincouns noted that the Interior Ministry told us in February
that an exchange of diplomatic notes could be an acceptable
way to continue the program (ref B). Meleika replied that he
would consult with the Ministry of Interior, and then respond
to the embassy.
