1. (SBU) On September 1, we delivered reftel demarche and
provided the names of individuals currently under review to
Deputy Assistant Foreign Minister and Coordinator for Counter
Terrorism Ashraf Mohsen.
2. (C) Mohsen commented on a number of individuals under
review. On Sayf al-Adl (QI.S.1.01),Mohsen said the name is
meaningless and does not correspond to a known person. On
Ahmed Said Zaki Khedr (QI.K.4.01),Mohsen confirmed that he
is dead. With respect to Sobhi Abdel Aziz Mohamed al Gohary
Abu Sinna (QI.E.7.01),Mohsen told us he is more commonly
referred to as Mohamed Atef, who is dead. Mohsen also
reported that Tariq Anwar al Sayed Ahmed (QI.A.14.01) is
dead. Finally, Mohsen said that Mostafa Kamel Mostafa
Ibrahim (QI.E.65.02) is commonly referred to as Abu Hamza al
Masri, is in British custody, and Egypt would object strongly
to his delisting.
3. (SBU) Mohsen said the MFA will follow-up and may provide
additional information.
4. (SBU) Biographical Note on Mohsen: Mohsen told us that
he was recently appointed foreign policy advisor to Mufeed
Shehab, Egypt's Minister for Parliamentary and Legislative
Affairs.
