1. (C) Argentina continues to largely accept the U.S.
analysis of the July 2nd IAEA vote and is clearly considering
the U.S. case for voting in favor of Japanese candidate
Amano. Charge d'Affaires spoke with Ministry of Foreign
Affairs Cabinet Chief D'Alotto on Friday, June 26, to elicit
his feedback on Foreign Minister Taiana's deliberations on
the issue following Taiana's June 26 telephone conversation
with the Secretary. CDA encouraged D'Alotto to convey any
Argentine support for Amano as early as possible given the
vote's importance to the USG.


2. (C) POLOFF spoke with the MFA DG for Political
Coordination Rafael Grossi on June 30; Grossi said the
Minister had not yet conveyed to his staff a decision but was
well briefed on the vote and understood the U.S. viewpoints.
Grossi thought that the Argentine position could evolve
quickly on July 2. FM Taiana is currently in Washington for
OAS meetings on Honduras.


3. (C) Minister Grossi voiced agreement that South African
candidate Minty's campaign was gathering no momentum. He
also said that Spain had been pressing Argentina to back its
candidate and that Spain clearly hoped to gain support as
other countries dropped their support for Minty. Grossi
thought a large move to the Spanish candidate was unlikely.
Grossi argued that Amano's chances were strong if he
maintained high levels of support in early rounds.
Argentina, Grossi implied, might join in support at some
point - but he emphasized he could not speak for the Minister
on this issue.
