1. (SBU) Per reftel, Post reports that Argentina has no/no specific
green elements in its stimulus packages. However, two consumption
stimulus packages announced by the GoA in late 2008, white goods and
car exchange programs, could have a green effect simply by improving
the mix of newer and thus more energy-efficient appliances in
Argentine homes and by substituting cleaner burning and more
fuel-efficient cars for older vehicles on Argentina's roads. GOA
officials and press reports made these arguments, but not as a
centerpiece of the initiatives.
