1. (SBU) On November 19, ESTHCouns delivered ref demarche on the
U.S. candidacy on the WHO Executive Board to Christian Hotton, in
the Argentine MFA's Direction of International Organizations, along
with copy of the diplomatic note sent a day earlier to the MFA.
Hotton was aware of the four candidates and stated that the GoA
also favored a consensus slate. He added that the MFA would be
consulting with the Minister of Health in order to decide which
candidates it would support on the slate.




2. (SBU) The Ambassador subsequently took advantage of a meeting
with Argentina's Health Minister Juan Manzur on November 25 to
discuss talking points in reftel with him, as well as to deliver
copy of the diplomatic note. Minister Manzur welcomed the U.S.
intention to return to the WHO Executive Board and said he would
recommend that the GoA support the U.S. candidacy.
