RESPONSE TO MAJORS LIST DETERMINATION

1. (C) Charge d'Affaires delivered points in reftel regarding
potential Majors List determination for Bolivia to Vice
Foreign Minister Victorio Taccetti on September 14 (see
septels for other issues discussed). Taccetti did not react
with particular concern or surprise to the renewed listing of
Bolivia, saying that Argentina was dealing with the problems
associated with Bolivia's growing drug traffic and production
as well.
2. (C) Taccetti took the opportunity to urge the U.S.
Government to remain engaged with Bolivia. He argued that
there were moderates as well as extremists in President Evo
Morales circle and that we should reach out to them. He also
suggested that Morales was "not like Chavez," in particular
that he was less inclined to authoritarian measures and to
histrionics.
