C O N F I D E N T I A L BUDAPEST 000835 SIPDIS DEPARTMENT FOR IO/UNP ANDREW MORRISON AND EUR/CE JAMIE MOORE E.O. 12958: DECL: 11/20/2019 TAGS: KPAL PREL UNGA HU SUBJECT: HUNGARY RESPONSE: UNGA RESOLUTIONS WITH ANTI-ISRAEL BIAS REF: SECSTATE 118799 Classified By: PolOff Ryan Leong, DoS Reason(s): 1.4 (b),(d) (C) PolOff passed ref talking points and list of 63rd UNGA resolutions explicitly critical of Israel to Bernadett Kollar of the GoH MFA's Human Rights and International Organizations Department on November 18. Kollar was unavailable for a response until November 20, when another colleague in her department, Anna Miklos, confirmed Hungary's awareness of ref U.S. positions. Miklos advised that Hungary intended to essentially follow EU consensus on these resolutions and did so during voting on 19 November. She also noted that Hungary abstained during voting on the resolution entitled "Work of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories." Miklos had no further information from the Hungarian Mission to the UN at this time but did not expect Hungary to depart from mainstream EU voting practices on this issue. LEVINE
