1. (C) POL Counselor discussed reftel points September 18
with Dr. Gabor Horvath, the Deputy Director General of the
Ministry of Foreign Affairs' Department of Security Policy
and Non-Proliferation. Horvath expressed appreciation for
the U.S. briefing, noting that Hungary was not itself
directly impacted by the U.S. decision. He said Hungary
would be following closely the reactions of other NATO
allies, especially the Czech Republic and Poland. The
initial Polish response appeared much more measured, Horvath
observed, than the Czech reaction, which he characterized as
"emotional." Horvath asked if it was possible for the U.S.
to share more of the technical details of the revised missile
defense plan.
2. (C) We passed the points as well to the Prime Minister's
and Foreign Minister's offices, and will report any reaction
separately.
