1. (C) In a September 10 meeting with PolOff, MFA Arms
Control and Non-Proliferation Section Chief Mark Horvath
provided an update to ref B comments concerning the upcoming
IAEA General Conference. Horvath said that Sweden, currently
holding the EU Presidency, responded to the ref A referenced
Egyptian letter in late August. He explained that the EU
letter outlines its support for a Middle East WMD free zone,
while stating that the EU cannot support any proposal that
singles out one country - without specifically mentioning
Israel. Horvath added that the letter urges all States in
the region to apply comprehensive safeguards in addressing
WMD issues.


2. (C) Continuing, Horvath said that during a recent EU
Experts meeting in Brussels, representatives discussed ref
A's "single resolution" proposal. While most partners
believe "it would be a good idea," they do not believe Egypt
and the Arab League would support a single resolution.
Horvath said that the EU will be active "behind the scenes"
during the upcoming IAEA General Conference, but Hungary
believes that "neutral" New Zealand, as the current President
of the General Conference, should take the lead role in
deliberations. He added that there "could be consensus to
support the Egyptian resolution."
