1. (C) POLOFF discussed reftel points September 10 with MFA
Arms Control and Non-Proliferation Section Chief Mark
Horvath. Horvath said that he was recently approached by
Romanian and Portuguese diplomats in Budapest who related
that the Russian government recently demarched them
concerning "provisional implementation of the A/CFE." Both
diplomats asked for the GOH opinion on the issue, to which
Horvath provided a "no comment" response. That said, Horvath
told POLOFF that Hungary has "procedural and legal problems
with the Russian proposal."
2. (C) Referencing the upcoming September 17 HLTF meeting,
Horvath said that Ambassador Gyorgy Molnar will represent
Hungary, and they are interested in receiving any information
concerning changes in the U.S. position on the CFE issue.
