PROTOCOL MEETING

1. On February 11, ESTH Officer delivered reftel talking
points to Hajnalka Homoki of the Ministry of Environment's
Biodiversity Department. Homoki advised us that Hungary will
not be represented at the February 23-27 meeting in Mexico
City for the Group of the Friends of the Co-Chairs Concerning
Liability and Redress in the Context of the Cartagena
Protocol on Biosafety (the "Group"). Hungary participates in
broader meetings on the Cartagena Protocol, but does not
participate in the "Group." Biodiversity Department Head
Katalin Rodics and Homoki are Hungary's usual representatives
at Cartagena Protocol Meetings.
2. On the substantive points, Homoki indicated that
Hungary's position will reflect the EU position, which has
not yet been finalized. She referred us to Prague and
Brussels for further details on the EU position.
