SUBJECT: ROMANIAN SUPPORT FOR ANGARSK RESERVE

1. (SBU) POLOFF delivered REF comments 23 November to Nineta
Barbulescu, Director of the MFA Directorate for OCSE, Asymmetric
Threats and Nonproliferation. Barbulescu expressed Romanian
support for the Angarsk Reserve, but expressed concern that the
Non-Aligned Movement countries continue to oppose the idea. She
said bilateral efforts to bring the Non-Aligned countries on board
should continue; that they do not understand the reserve is in their
best interest regarding their nuclear energy options. The Russian
Embassy had already passed the text of the resolution and solicited
Romania's support as a co-sponsor. As of 24 November the Romanian
government was still discussing whether or not to co-sponsor the
resolution. Romania was concerned that co-sponsoring would publicly
indicate a shift from their standard moderate line in the IAEA.
Barbulesu requested the technical details of the reserve.
2. (SBU) Romania is requesting an invite to the April 2010
Nuclear Summit. This request was also delivered by Romanian State
Secretary Bogdan Aurescu during his visit to Washington earlier this
month. Romania respectfully requests information on who to engage
to solicit a spot at the table.
