of Agriculture, Radu Berceanu, on October 20. The Acting Ministers
of Health and Foreign Affairs also received courtesy copies of the
Secretary's letter and the U.S. proposal.
2. (SBU) Following the successful no-confidence motion in
Parliament on October 13 (ref B),many of the officials engaged in
and knowledgeable about this issue are no longer in place. Post
will report any substantive replies to the Secretary's letter
septel.
