1. (U) POLOFF delivered REF points on October 16 to Daniel Ionita,
Director of the Security Policy Directorate at the MFA. Ionita
commented this is a wonderful message from Washington, and
reiterated Romania's standing position that including both Serbia
and Montenegro into the SEDM will promote Balkan regional stability
and development. In reaction to the open door policy, Ionita stated
unequivocally that Romania will not recognize Kosovo.
