(U) Romania's Embassy in Washington notified L/T by Note
Verbale on November 14, 2008, that the Romanian Parliament
ratified the Accession Protocols on 31 October (Laws Nr.255
and Nr.256). As a result of misinterpretations of the
deposit requirements, procedural disruptions due to National
Elections that were held on 30 November, and the formation of
the new government on 22 December, an official notification
from a competent authority has not yet been delivered to the
U.S. as Depository Nation. MFA Director General for Legal
Affairs Cosmin Dinescu is aware of the final step required
for completing the notification, and though the MFA does not
have a precise date, it expects this step to be accomplished
within the month.
