1. (U) POLOFF delivered REF non-papers September 3 to Nineta
Barbalescu, Director of the MFA Directorate for OCSE, Asymmetric
Threats and Nonproliferation, who accepted them without substantive
comments. She did note however, that a draft executive order is
currently making its way through the Romanian government regarding
export control for dual-use items. This e.o. is expected to pass
into law in October, and will meet forthcoming new EC dual-use
regulations. Barbalescu also briefly mentioned that Romania has
begun inter-agency discussions dealing with the transit of dual-use
materials through Romania.
