(SBU) EconOff delivered Reftel A demarche points to Elena Paris,
Head of Unit at the Office for the Implementation of International
Sanctions, Ministry of Foreign Affairs. Drawing from the additional
guidance in Reftel B, EconOff highlighted U.S. efforts to fully
comply with resolution 1822 by reviewing the 1267 list. Although
noting that Romania does not have a formal role in the delisting
process, Paris expressed her appreciation for U.S. efforts to review
names on the 1267 list. Positive actions like this, stated Paris,
are important safeguards to keep the 1267 regime from being
undermined. Paris further clarified Romania's position on 1267
reform by saying that Romania supports, but is not leading, EU
efforts in this regard.
