(SBU) EconOff delivered reftel demarches to Mihail Harbic, Director
of the Strategic Projects Department at the Ministry of Foreign
Affairs, on June 16, 2009. Harbic welcomed the news that the U.S.
is considering joining IRENA. He advised that the Government of
Romania (GOR) is treating the International Renewable Energy Agency
(IRENA) as a quid-pro-quo in its lobbying efforts to get the new EU
Agency for the Cooperation of Energy Regulators to be headquartered
in Bucharest. Therefore, the GOR will support Germany's candidacy
to host IRENA's headquarters and France's candidacy for Director
General. Pending the Prime Minister's clearance, this will be the
formal mandate for the Romanian delegation to the Egypt meeting
headed by Lucian Sova, Secretary of State for International
Cooperation and Institutional Affairs at the Ministry of Economy.
Additionally, Harbic expected ratification of the statute at the end
of 2009.
