¶1. Poloffs delivered reftel request July 13 to MFA Director
for Human Rights France Chainaye.
¶2. Chainaye described three separate initiatives the GOB
funds:
-- UN Voluntary Fund for Victims of Torture: Belgium has been
contributing to this fund for several years. MFA contributes
additional money directly to the high commissioner from its
budget.
-- EU fund for European Democracy and Human Rights: Chainaye
said Belgium provides a lot of support to this EU initiative,
thirty percent of which goes to centers for re-habilitation
of torture victims.
-- Association for the Prevention of Torture (APT): Belgium
provides financing to this NGO based in Geneva, Switzerland.
