(SBU) PolMinCouns and POLOFF delivered reftel demarche and
human rights pledge on April 17 to Riina Kionka, Personal
Representative for Human Rights of High Representative Javier
Solana. She again welcomed our candidacy, and said that
although the EU does not coordinate Human Rights Council
voting, she felt that EU Member States would almost certainly
vote for the United States. Kionka said that the EU was very
pleased at our re-engagement, as they had felt "alone" at the
HRC in recent times. As for other countries, Kionka urged
the U.S. to lobby in Geneva and New York those missions with
poor communication with their capitals.
