1. (C) On March 30, USEU Mission officers delivered reftel
demarche to EU Council Secretariat and Czech Presidency
officials on the need for diplomatic pressure on Iran to
release detained American citizen Roxana Saberi. Mission
officers reviewed the case separately with Daniel Mic,
Counselor of the Czech Permrep to the EU and coordinator of
the Council working group on relations with Gulf states
(COMOG),Didier Cosse, Iran Desk Officer at the Council
Secretariat, and Claudia Gintsdorfer, Desk Officer in the
Office of the High Representative's Permanent Representative
for Human Rights. We have also provided a copy of the
demarche to Commission DG RELEX experts on human rights and
Iran. Our Council Secretariat and Czech contacts indicated a
willingness to be helpful and undertook to convey our
demarche to the political level immediately.
2. (C) Given the Nowruz holiday, the difficult Czech-Iranian
bilateral relationship, and the lack of an official EU
presence (Commission or Council Secretariat) in Tehran, Mic
and Cosse assessed that it might be quicker to demarche the
Iranians in Brussels and Prague than in Tehran. Even so,
they did not discount the possibility of doing demarches in
both Tehran and European capitals. Furthermore, Cosse noted
that EU Counterterrorism Coordinator Gilles De Kerchove is
already scheduled to see the Iranian Ambassador to the EU on
the morning of Friday, April 3 at the request of the Iranians
to discuss MEK de-listing. This would be an opportunity for
both De Kerchove (and possibly Council Secretariat DirGen
Robert Cooper) to raise the Saberi case. Cosse promised to
update us on this possibility.
3. (C) Gintersdorfer, remarked that the EU often received
notification of individual Iranian cases from NGOs, but that
she could not recall seeing Saberi on any current lists.
Gintersdorfer shared our concerns about Saberi and said that
she would work with colleagues to be of assistance.
