¶1. (U) Poloff delivered reftel points to Rolf Timans, Head
of Unit for Human Rights and Democratization at the European
Commission. Timans greeted the news of U.S. re-engagement at
the Human Rights Council with enthusiasm. On the Durban
Review Conference, he noted that with the exception of point
A (length of the document),the EU agreed with the U.S.
position and redlines.
¶2. (U) Poloff attempted to contact Riina Kionka, Personal
Representative for Human Rights at the European Council, but
was unsuccessful in reaching her or a member of her staff by
phone. Poloff sent reftel points by email and invited Kionka
to contact him over the weekend for more details.
