1. (U) On December 18, poloff delivered reftel demarche and
non-papers on the EU's draft Code of Conduct for Outer Space
Activities to Pierre-Louis Lempereur in the office of the EU
Council's non-proliferation envoy, Lars-Gunnar Wigemark, Head
of the Security Policy Unit in the European Commission, and
Helene-Diane Dage, Space Policy Administrator in the European
Commission's Directorate-General for Enterprise and Industry.
Lempereur welcomed the USG's comments and said he would
examine the non-papers and convey any substantive remarks to
USEU.
2. (SBU) Wigemark and Dage made a similar promise about
substantive comments. They said the EU has NOW gathered
responses from the U.S., China, Russia, Japan, and other
interested states, and would begin the process of
consolidating these comments. The EU's objective remains
increasing the long-term sustainability of international
activity in outer space. Wigemark and Dage said the EU's
difficult but necessary task will be to find compromise
language in the Code of Conduct without simply resorting to
the lowest common denominator. They also noted that China's
views are not entirely clear.
3. (SBU) Wigemark and Dage asked when the U.S. space policy
review would be completed and expressed interest in the
results of that review.
