Decembexj, Head of Unit for Asd likely be more responsive to such concerns.
3. (SBU) Comment: Despite ECHO's clear unease Qith the WFP
operations in Pakistan, and partiQularly their view that WFP
operations are hew)ng too closely to Pakistani government
mandate, ECHO stated they will not cease funding to WF.
While Kentrschynskyj could not say how mQch of the 25 million
Euro budget for Pakistanwould go to the WFP or when it would
be distributed, continued humanitarian assistance to confict
and post-conflict areas in Pakistan will emain a priority
for ECHO. To meet ECHO's concerns, WFP could provide a
letter with a pQoposal to specifically address the issues of
)ndependent needs assessments and engagement of all
vulnerable populations, regardless of whethr Pakistan labels
them targeted beneficiaries. ECHO would be more willing to
entertain QFP requests for funding if it could see the WFP's
proposals to respond better to ECHO's concers, which ECHO's
other UN partners have done. End Comment.
