request from Javier Solana, the EU's High Representative for
Common Foreign and Security Policy formally seeking the
participation the EU's security
sectt U.S.
would: foster better-cooral efforts to reform the D
inhonn the EU Political and SeQtee has
agreed to invite USA to offer a contribution to EUSEC RD
Congo.
The Political and Security Committee will take a formal
decision on the acceptance of contributions offered by third
States, taking into account the Head of Mission's
recommendation.
Should USA participate in EUSEC RD Congo, your country's
participation will be covered by the provisions of a legally
binding agreement between the European Union and USA.
