1. (U) On Friday, September 25, EconOff raised the
U.S.-Canada-Mexico trilateral proposal on hydrofluorocarbons
(HFCS) to the Montreal Protocol on Substances that Deplete
the Ozone Layer with David Liddy, Policy Officer, Ozone
Protection Layer, at DG Environment, per reftel. Liddy noted
that experts at DG Environment had been in touch with
counterparts at the State Department and those directly
involved in the issue were aware of the details of the
proposal.
