(SBU) Response to reftel inquiries for pre-license check on license 050196866 for the export of ammunition to Barbados, through Carter and Company, follows. -- When was your company established and who are its principals? Carter and Company was established in 1925. It is a private shareholdQg company whose principals are Robert Massiah and Richard Carter. -- What products and services does your company provide? Who are your regulaQcustomers and where do they reside? Carter and Company sells hardware, building supplies, home furnishings, agro-chemicals, garden supplies, lumber, and ammunition products. -- What are your annual sales of U.S.-origin firearms and ammunition? For 2009, Carter and Company has imported USD $256,000 in assorted ammunition and USD $15,000 in firearms, all of U.S. origin. -- Do you sell firearms to customers that reside outside Barbados? Carter and Company does/does sell non U.S.-origin firearms outside of Barbados, to the islands for which there are no distributors. These sales usually occur once the law enforcement authorities in such countries issue customers with the requisite permission to import firearms into the country. In turn, Carter and Company applies to the Barbados Police Force for an export permit, including copies of the import permission from the customer's country of origin. -- Is the ammunition you are importing military grade? Please provide specific make, model, and specifications for this ammunition. Carter and Company imports some military grade ammunition for the Barbados Defense and Police Forces. This usually occurs upon the request from such entities for a specific type and quantity of ammunition. The request, along with a DSP83 application form, are sent to the supplier to obtain permission to export from the United States the quantity and type required. Carter and Company has imported 5.56 Ballistic rounds, 7.62 Tracer rounds, and 5.56 Tracer rounds of all military grades for the Defense and Police Forces. -- Are you familiar with the regulations governing the import of U.S.-origin defense articles, including restrictions on re-transfer or re-export? Yes, Carter and Company is familiar with these articles. -- Is Carter and Company properly authorized to import and sell defense articles in Barbados? Carter and Company is properly authorized to import and sell defense articles in Barbados. -- Do you have any information on Carter and Company that would question their reliability as a recipient of U.S. defense articles?
