1. (C) Charge conveyed the Presidential decision on
European-based missile defense to MFA Political Director Igor
Slobodnik on September 17. Slobodnik expressed appreciation for
the briefing and signaled GOS support for the decision. He
stated that the MFA had already responded this afternoon to
press inquiries using similar points to those conveyed by
Charge. Slobodnik asserted that GOS will portray the decision
as positively as possible in an effort to avoid overly
"dramatizing" the situation.
2. (C) Slobodnik asked several times whether the decision
represented an abandonment or merely a suspension of plans to
base missile defense systems in Central Europe. He also
appeared quite interested in where future land-based versions of
the SM-3 might be located. Finally, he was quite pleased that
the first ministerial-level discussion of the new U.S. position
would take place in Bratislava at the October 22-23 meeting of
NATO defense ministers.
